If i adjust the IAC to a running idle of say 700 will it idle higher than usual upon initial start up?

You can’t adjust the IAC without programming a custom chip. You can reset it but it will just relearn again.

Oh you’re talking about the throttle blade adjustment. Not IAC valve.

If you want to increase your idle speed you can manually override the IAC valve by adjusting the throttle blades “bump stop” screw but you must reset the TPS also after you do this. If you want to lower the idle speed and below what it is idling with adjusting the throttle blades fully closed you will have to edit the settings in the chip.

I adjusted the "throttle blades as described in the tech article as mentioned above. Now initial or start up idle is just below 1500 then settles down to around 550-600. I'd like to have it idling at 650 all the time but really don't like the high start up idle.

THe high initial idle is so the engine can warm up some when cold. It should be high on cold starts. On warm starts the engine may rev up to about 1500 but should settle down right away...
