OBD II Emissions test

Engine: 5.7L
Transmission: 700R4 in both
OBD II Emissions test
Where I register my car, the emmissions test for 1996 & newer cars consists of a gas cap leak check & a dash board OBD check only. If all the emmissions monitors have run & passed & there are no current codes, no check engine light, then the car passes. Well I wonder can someone build an ecm or reprogram an ecm to read in generic OBD II that all monitors are good & no codes? No matter what is under the hood. A cheater ecm just to satisfy the generic test mode. I believe that someone has the key. Just a thought.

I know 3rd gens are OBD I, however I am planning some not so OBD II freindly mods on some late model cars & I thought if I could satisfy a scan tool rather that a tail pipe sniffer, writing software & building electronics will keep my hands clean & I won't kill myself swapping the car back & forth ever year to make "the man" happy.
