ECM Problem?

ECM Problem?

I have a question about the ECM. Will a bad ECM not be able to throw codes? I have a SES light on but when I try to test it with a Snap-On scanner it tells me that it isn't getting a response and that I have to make sure the ignition is turned on even though it is. When I try the paper clip it won't even flash a code. The fans go on automatically when I turn the key to the accessory. Once I get it started after 20 tries the fans are still on and idles and drives fine but runs extremely rich. I've even tried a new prom chip. It runs worse on the new one than the one installed. It is a factory car. No mods unless you count the K&N filter(I don't). It also has 144,000 miles on it. If anyone has had this problem or can help me out I would greatly appreciate it.

I've found my answer in the TPI section under the title Error Code 34 MAF, Help In Germany if anyone else has this problem that I have.
