OBD I or II for custom EFI?

Hi guys. I currently have a carbed ZZ4 that is going to get a 4L60E (electronically controlled). For that I need some type of 4th gen PCM to control it. However I want to choose the right ECM for EFI as well since someday the engine will get EFI'd.

What are the pros/cons of OBD I and OBD II? I always thought OBDII was easier to program and was more robust. Thanks.
