obd 2 HELP PLEEEZE....

ok, my sad situation... it's a lincoln but where else can i go... need some expert advice from those who know ok, at work, we have 2 limo's down and a mechanic wanabee who's quit. the limo's are 2000 town cars. here's the situation- mr. shadetree mechanic figures pcm is shot in limo #1 so he figures he can take limo #2 remove the pcm in it and install #1's pcm into it and see if it still runs....nope. then quits. now i have 2 limo's with their perspective pcm's laying on the floor. anyway, i start with #2 and re-install the pcm and find it no longer runs. it cranks but will not run. my next step, i scan for codes, there are none. no codes, no run.. i know it's not a gm but can anyone help out here??? would removing the pcm require it to be reflashed or coded? the only other thing i can offer is it seems like i have no fuel pressure. i haven't had a chance to hook up a gauge yet but with key on engine off stuck a small screw driver in the schreder valve and have no gass comming out. figure the pcm isn't alowing fuel . i was told this was a good running car. ran when it was driven into the shop and the only thing done was the removal (and now re-install ) of the pcm.. any idea's (besides buy a gm ) HELP!
