TIMING ISSUES

I have a Haltech E6GM ecm in my 86 iroc, ive got the car to start but it starts very hard and is fouling plugs like crazy I have my timing set at 15 deg. at idle and 38 deg. total advance. Does anybody know what tming should be when the engine is cranking, I do think my idle timing may be too far adv. , i read stock is 6 deg. . My ignition is locked to the ecm at 10 deg. as it says to do in the manual. Also the manual says to set the ignition- divide-by to 2 for batch fire in the ignition setup file, I had mine set at 4 which is probably why it was running severly rich and hard to start. Anybody familiar with haltech ecm's, your help would be greatly appreciated. I just need some specs to get started with.
