One of my buddies has a hypertech chip he wants to sell me but its from his 89 Iroc L98 car. I would be putting it on my 88 GTA L98 car. Would this work???

Tough to say. IIRC VATs was introduced in '89. If your key doesn't have the 'chip' in it, then the vehicle doesn't have VATs. While the '89 chip should have it.
Which means that the engine won't start (no injector pulses during crank). Unless the chip has had VATs removed (a possibility).
The other area is the cold start injector. No longer would need it. Simple enough to just unplug the connector.
Best thing to do it to try it and see if it works. Other item to watch for is the fans running when the engine is cold, and stoppping on a hot engine. GM reversed the fan relays along the years someplace. For that it is a simple matter of moving a pin/wire on the fan relay.

I have a 87 Formula 350 and my Buddy had a 89 Formula 350. When he sold the car he gave me the chip. It worked just fine in my 87.
