ecm fried?

ecm fried?

So i go to start the car the other day for its weekly warmup session, first thing ive noticed is the fans came on right away, not to concerned just got it back from the mechanic a couple weeks prior maybe i didnt notice anything. so go to start it and doesnt fire......

no fuel pump prime.... brand new pump and relay installed..ok so needs a new pump no biggie ill get around to it. lemme pull the codes while im here so i can figure out what else shes doing....nothing blank didnt even flash once oddd

check engine light is steady on soon as i turn the car on it doesnt turn off even after battery has been removed. passenger compartment fuse good inline underhood....doesn't exist PO bypassed it with a butt conector wire looked burnt to all hell off the battery so i cut it out and need to run a new one now.

my question i need to know how to check the prom/ecm to see if its bad or good. and that fuse is connected into what exactly. thanks
