Fuel needle problem

I have a camaro 91 RS-305 (V8), I have a problem with the fuel needle, whenever the fuel tank is full, the fuel needle sticks to "F" position and does not move, once the fuel level gets lower, the fuel needle starts moving left/right continuously while driving the car without giving right indication about the fuel level.
Is this a problem with Fuel Gauge it self or something wrong with fuel float, or fuel sending unit? Any idea what to do?
