No 5V at MAP and TPS

No 5V at MAP and TPS

1990 V6 3.1. I am working to get this to run so I can evaluate its condition. I got it where it will idle, somewhat, then it dies, no acceleration or it dies. I am currently T/S and am at a point of checking my MAP and TPS initial voltage. My MAP Sensor show 0.2 volts and the TPS has 0.9 - 1.0 volt. Same voltage is at pin A4 and A5 on my 7730 ECM. ECM Fuse is good. Does this mean my ECM is fried? If not where can I begin to look for the problem.

No error codes just code 12 w/SES light.
Update. I did some more testing and applied 5 volts to the TPS using a powercord from a 5 Volt Cell Phone. The engine response to this was an immediate engine start when the key was put in the start position/run. I cycled the engine off and on several times and it started imediately every time. I took the 5 volts cell phone cord off of the TPS and the engine would just crank and crank and not start. Only thing I could figure is the 5volts is generated by the ECM. I tried the cellphone charger on the MAP sensor but could not get it to read voltage other than the 5 volts I appled. Using a vacuum gage and applying a vacuum did not affect 0 volts at the output. I also found the wire connecting to the Sensor were bare and could have shorted it I replaced the MAP sensor because it should have had an output voltage and that voltage should have been affected by the vacuum. I also replaced the ECM assuming the MAP burned that part of the ECM. Turned the key and it immediately started and running great. No SES light.
