SOLVED: won't start in cold weather
I believe we have finally achieved chunkulation!!!

After all the "usual" things, it turned out to be the distributor. The rotor had a lot of surface rust from sitting, but I've seen much worse and so didn't worry about it - after all, when it did start it ran fine. Yesterday I went to the pick & pull and got a replacement.
Here's a hint. All the car and truck distributors were about the same condition as mine. The one I got was out of an '87 van and was in nearly new looking condition. The van engines are much more protected from the weather and their pieces parts are in better shape.
This morning at 33 degrees with frost on all the windows it started!!! A Christmas Eve miracle!
I hope this will help some of the other folks that have been chasing this gremlin.

Well Merry Christmas! 
You can also rebuild your distributor, punch out roll pin on drive gear, shafts are never worn but hard to get out until you soak the shaft through oiling holes with PB blaster and work the shaft in and out till crud comes off. Clean it all up. Replace pickup coil available at NAPA for like $12, EST is available new just like cap and rotor.
But the pickup coil is hard to get to, have to remove shaft. It's a winding of copper coil wire that over time and location of vehicle weather effects how long they last. But the cooper coil windings become a green oxidized mess including the plug and connections.

my issue has still not been resolved. So, just changing the cap and rotor isnt enough, I should replace the distributor itself?

I was going to post here about EBL/TPI tuning cold start problems at -10C and below, runs fine otherwise....perhaps I'll change to a spare dizzy (new) and oe coil and see what happens before whinning for help.
