Bad Computer?

Well, I am having some issues with a 92 Z28 with the 5.0L. To start with, the passenger side fan comes on anytime the key is on. The check engine light will flicker as though the connection to the ECM was momentarily lost and I hear clicking noises from the AIR diverter valve and a relay by the brake booster that correspond to the flickering light. It also had fuel soaked spark plugs that were preventing it from starting.

Codes 15, 22, 43, and 53 all set within fifteen seconds of engine start. The reason that I believe the computer is bad is because of the code 53. Accoring to information I found on code 53, the ECM is seeing an ignition fuel reference voltage of more than 17.1 volts.

I checked the alternator output and it holds pretty steady at 14.4. Does this mean that the ECM is setting a false code?
