Quick sanity question about VSS and '730 ECM

Quick sanity question about VSS and '730 ECM

I am sure I am chasing my tail here but even when the '730 is in limp mode, it should provide speed signal to the speedometer, correct?

I have two ECMs and two VSS' and none of their combinations produces a reading on the speedometer (with the ignition on, of course).

Thoughts?
