TBI injectors not firing.

TBI injectors not firing.

So I am in the middle of doing a TBI swap.

1985 Camaro, L98 long block, TBI/ECM from 1991 camaro.
I had custom chip made with VATS disabled.

Now I haven't wired in the crank input or the fuel pump signal input to the ecm. I don't know if those would affect the injectors not firing. When I crank the engine I do get spark and it will fire with starting fluid. I get spark with and without the est wire connected. My injectors will not spray. I manually grounded one of the injector wires and it did spray, so I know they are functioning. Is there a possibility that my chip was sent with VATS enabled? Any help would be appreciated.
