High altitude prom advice

1992 Camaro RS 25th Anniversary 305 TBI Hypertech 122362 prom 1228746 ecm

I live outside Albuquerque, so the elevation is about 5300'. The car never ran great since moving here, but now to keep the engine running I have to have the MAP sensor disconnected. If it is connected the engine seems to over compensate adjusting idle and stalls out. The computer is not throwing codes, the vacuum feed to the MAP sensor is fine, and I've tried a couple MAP sensors.

I have bench tested the sensors and at this altitude the range of the sensors averages about 3.9V at 0" Hg to .5V at 20" Hg. Could this prom be part of the problem? If so can someone recommend a baseline prom that works well at altitude?
