? about TPIS proms

Hey guys,have any of you dealt with TPIS? I recently switched up to their "level 4" chip and I was wondering if $400.00 was worth it?
Meaning do they know what the hell there doing?

I'll be polite,
for $400 you could be doing chips for your car, and finding what your car actually likes.
$200 will get you all the stuff to burn chips, another $130 for a GTech, and hopefully you already have a scanner of sorts.
I started doing my own chips, because after buying one each of all the available ones and some custom ones the car ran like dodo. I wasted a bunch of money looking for a simple answer.

The Prom board has numerous referals for the bits to burn your own chips.
A Pocket Programmer
A prom eraser
Couple proms
a prom editor like www.tunecat.com sells
then lots of resesarch about tuning
