Is this with the key on engine off while sitting in the drivers seat pressing on the accelerator pedal observing the WUD, or are you physically opening the TPS lever with your fingers under the hood while measuring voltage? If you're sitting in the drivers seat and flooring the pedal, and the TPS percentage is not reaching where you need it to, then adjust this area in the bin;
Check that the go-pedal is actually fully opening the throttle at the TB. A stretched throttle cable or even a floor mat under the pedal can prevent true WOT.
Note that the at-idle TPS voltage can be anywhere between .4 and .8 volts. The EBL auto zeros the TPS.

Yes, this is from the drivers seat using the pedal. Also, that is good to know on the auto zero. I have it at .5V right now because that was the setting for the 88 I have always used.
After checking for voltage at my MAP and TPS plugs and finding 4.5V. I plugged everything back in and checked WUD again from inside the car to find the same condition.
So I put the lap top on top of the car and went under the hood so I could see my meter and the WUD. Reach over to pull the trottle and then I see it.
