Need some help tuning here

So I have wide band o2 hooked up and working and appears to be working properly cause wen it's around 14 to 1 it runs better. Now where I'm currently having issues is with the iac it seems that at idle the iac wants to be at zero. Is this normal or should I be looking for a vacuum leak? It will also remain rich. Oh yeah 85 with 86 vetted ecu running $6E.

Minimum idle speed set ? Could be that or vacuum leak.
