Possible Bad ECM? 87 TA

Stalled on the road, since then it will either not start, or start and die instantly. When the key is turned it automatically goes into diagnostic mode but there seems to be a power cut every 10 or so seconds. It flashes 1,1-2, and then 1,1 and then I hear the fan turn off right before I hear the relay for the fan click back on. code 11 doesnt exist obviously so Im assuming its just losing power before it can flash again. The battery is new but the dash voltage gauge reads low. Voltage from the battery is good. When it starts it sputters out instantly, or just doesnt start at all. Any tests I can do to find whats up?
