burner, do I need a special program other than tunercat?

Engine: 89 IROC 350 TPI
Transmission: 700R4 rebuilt w/TCI kit
Axle/Gears: 9" from 57 ranchero unsure gears.
burner, do I need a special program other than tunercat?
I can get a copy of plans for a prom burner from school, what Im wondering is, I know it need a special program/drivers to make it work but will the tunercat program have all that? I see the pocket programmer has its own disk from, the advertisements, but if I can build one pretty cheap it will save me a little more cash in the long run

where can I find qbasic? I think Ive heard of it before, but not totally for sure.
It came included with old dos versions, you're throwing yourself against a steep learning curve to tackle learning Q-basic just for a programer 
If you already program though its by far a simple language although documentaiton might be hard to find.
Talk to craig moates, he wrote his scanner in QB
