datamaster and fuel trim questions

I am preparing for my first chip burn but I have a couple of questions ...
on datamaster does spark advance include initial base timing ??
because i see as much as 30 degrees on the program ..

do fuel long and short term correction values correspond to oxygen sensor voltage ??
example at idle I have short term values of 82 which is very rich and oxygen voltage of 664 a little rich --- and 100% throttle short term correction of 128 which should be about right and oxygen voltage of 469 which is very lean
