Any reason I stay in Fuel Trim cell #4 alot?

Any reason I stay in Fuel Trim cell #4 alot?

I've noticed that the ECM is in trim cell #4 alot and not just at idle and PE. It does move around but I notice at cruise its in cell #4 alot. I've reset the eCM several times, it was stuck in #4 all the time for a while after I reburned a chip, fixed it by unplugging the (+) battery cable finally.
Any ideas?

I think I've figured this one out, its because I had the "Max. Speed for Idle Mode" set at 20mph. Will reset to to around 12mph.
