At what point is the O2 used for fuel compensation (IE. heated vs non heated)

IF you use a heated sensor will the ECM use this input when it is available or is there other parameters?
When I unhook my O2 the engine idle reall hunts ... 500-1000. I figured it would just go into open loop and run rich.
Does that sound right? Or do I have some fuel problems? (I've checked all the mechanical devices that can effect my idle: IAC, MAF, spark, fuel pressure, vac, etc.)
