PP2 won't erase my prom??

PP2 won't erase my prom??
I am using PP2 with craig moates 27c512 chips set start device to C000 since my stock chip was a 27c128...when I go to program the new file to the chip from the buffer it says "device did not program", but it will verify that it can be re-programmed. What is the problem?
