No VSS cause BLM to never leave cell 4?

A friend of mine stuck a speed density TPI 350 into his early '70's Scout project. He has no VSS. It has an unknown, not stock, cam. Anyway, the BLM cell is always 4, and the BLM is almost always 108 (except WOT). I read that no VSS would cause this. I also read that it wouldn't. Could someone clarify this for me?

no vss signal will cause you to be stuck in cell 4.

Okay. Is there a work-around to the problem? Disable malf flag in the PROM, or maybe trick it (resistor or something)? I appreciate the help.

He has a turbo 350 / Dana (44?).
