You need a burner to burn a chip. That is just an ALDL cable (which is also a good thing to have), has nothing to do with the actual chip burning.

To just burn you need
1. computer
2. Burner with software
3. EEPROMs*
To tune you also need
1. laptop
2. Scan software (free)*
3. ALDL cable, like the one you linked to or you could build one yourself*...
4. A Memcal adapter makes its soo much easier to change PROMs*
*This stuff you can find at www.moates.net

I just got one of those cables.
All the way from Poland.
It's a nice cable BUT.......
It DOESN'T have a ALDL CONNECTOR on the end.
Just has a couple of little pins you individually plug into the ALDL plug.
Looks like they could easily become disconnected while you driving around trying to log data.
While that's ok..... AKM has a MUCH nicer cable WITH the ALDL connector on it.
I have that one as well. Have been using it for a couple years and it has worked flawlessly.
For just a very few $ more, I'd get the cable from AKM.
PLUS, you'll get G-R-E-A-T customer service from AKM and they can sell you DataMaster which you'll want to go with the cable.
Just my 2 cents.
