Well I logged a friends car this weekend to maybe get a better understanding of this data when I need to tune my own chip when I get my car running. Im going to attach a csv file so maybe someone could give me advice at what to look at when viewing BLMs in logged data and how to deal with them. I can see that the long term seems to be rich but not sure exactly what would needed to be changed in the chip to obtain a more neutral condition.

Doc's guessing, your running a Vicksberg Vombat, straight 8, with a CCC ecm.
I don't think so

What engine, ecm, mask/code are your using?.

This log came from a 1993 4.3 liter tbi S10 Lb4 truck engine. The ecm is 16168625 which I belive is $E6 program id byte.

Man its tough for 4.3 liter tbi owners. Not even one person viewing the s-10 boards where I posted this question. I should tell my friend to dump his engine.

I recommend a nice '90-'92 5.7l TPI engine from either a Firebird or a Camaro. Use the '730 ECM and wiring harness from same. S-10 will really scoot then. . .

I tell him that all the time but he says its not worth it so he just keeps it basically stock. Its not all that easy putting a 350 in an S-10 because you need to spend extra on lots of special parts since its such a tight fit. Last night I started making an ecu file for the E6 bin but I was having a hard time getting the checksum info correct. The VE tables are open throttle, closed throttle, and some other Wot parameters and everything goes to 6400 rpm.
