ecm goes wacky with IAC at idle

At idle in line to get the car inspected today I was watching my lockers GUI. Every once in a while the IAC would reset to 160 and then quickly come back down. During the blip the engine would change speed noticably but never stumble. Anybody have a clue as to what this is? I haven't looked at the datalog but it's definatly happening.... very odd.
On a side note, passed emissions tests but failed other tests... high beams not DOT, duct tape holding front together (idiots didn't listen when I said it's holding the paint from flaking off), brake pedal doesn't have a non skid surface (bare metal), brakes failed (they took my car through heavy duty line and had 1/2 of my right side tires off the skid plates and then tried to tell me that my car's biased to the right by a dangerous amount), 3rd brake light was out (because the housing is a cheap POS that always cracks).
Gas - Standard - My reading
NOx - 879 - 361
HC - 117 - 113
CO% - 0.65 - 0.38
CO2% - - 13.2
O2% - - 1.9

I'm at least glad that I passed the sniffer. New CAT seemed to work well. The car was HOT and I thought the NOx was going to be up there since my motor has no EGR.
I'm really lucky they didn't check under the hood or they would have found no smog, no egr, no thermac, cc, and lots of other things missing.

Looks like an obvious case of the IAC having Duct Tape Envy.

Try setting the MAX IAC count to say 110. and see what the reads during the *flare*. Atta glance sounds like the IAC is doing a reset for some reason. What's your min IAC count at idle?. Might try setting it to ~30 and see if that does away with it.
