Tuning for lean cruise, open loop?

Tuning for lean cruise, open loop?
I've been thinking of tuning my car / VE table in Open loop just to be able to get the A/F I want at diff situations ex. lean crusie. My WB shows 14.3 at cruise now in closed loop.....
I know one way is to raise "min temp to closed loop" but then I always will be in Open loop.
What happens if I set MAX BLM value to 129 and then lower my VE table at cruise to get a higher A/F value? This way you could force the A/F to be leaner?

Welcome back from your holiday. The $8D mask has a lean cruise high way mode built in. Just need to enable it. Look at and after location L8480.

Will go $58 real soon.
I just tuned my new engine with 8D code first because I'm used to 8D, and I did not want to start with new code and new engine at the same time...... now its time to go $58.......
I want to go a little leaner when I drive on the highway so that my milage will be better, gasoline here is like 5.5$/gallon.
So would locking BLM or change enable temp for closed loop? any pros or cons of them that makes one better?
