2. Yes, with the use of an ECM test bench (with the Prominator socketed in your ECM and your ECM hooked up to the bench), or (highly discouraged) hooking up 5v to the appropriate pins on the Prominator yourself. Note: hook it up incorrect and you waste your Prominator.
