Problem w/ getting into closed loop

I have this issue with the car jumping into closed loop after a short engine kill when it is not ready to be in closed loop. I assume this because I will be in closed loop (via winaldl) and the oxygen sensor stays at .500 (+/- .075).

I have a heated 02, but it is currently hooked up with the AIR circut and the AIR turns off early. When I take off in the car I drop the gear and heat up the O2 until its starts pinging up and down.

I am using tunerpro rt and I have a $61 8746
