VE table has problems in the idle rpm area

VE table has problems in the idle rpm area

I have started some ship tuning for a stock 305 7747 TBI. Initially the BLMs where low 110-120 and 98 in the idle area. So I shifted the entire VE table down 5 units which brought the BLMs closer to 128 but the idle area (400-800 rpm and 30-40Kpa) had to be lowered to 1-5 in the VE table to get the BLMs up (130-145), and it is tough to control. If i go less they go back down to 100. Right now, when in open loop, the engine surges but evens out when BLMs are enabled.

Could I have a problem with the injectors? The graph for the VE table looks terrible around the idle area, but it is the only way I can get the BLMs up. ANy ideas?

If the engine is surging it's a good indicator that it's not happy. If your timing is conservative and the surging causes high revs where the engine sounds "powerless" (not burning much fuel) then it's too lean. How old is the o2 sensor? Might try replacing it.
The other thing you need to focus on is the VE adder table. It's sometimes listed as #2 VE table. It adds to the #1 VE table (main table with rpm vs map). The Adder table only has RPM. There is a 0rpm cell and a 400rpm cell that really can through the idle off kilter. Try changing them up and down and see if it helps.
