has anyone had a local tuner program them a new chip and can you do it in these vehicles. I see PROM, what does that stand for?

No, this is DIY PROM = Do It Yourself PROM. these vehicles? PROM = Programmable Read Only Memory.
Read the stickies at the top of all of the messages. Lots of good info there. That should get you started.
