HELP! cant put offset correct in PP2

I need Help BAD! I cant seem to get the offset set up correct in PP2 program. I Have a 27SF512/64k chip and a 4K bin file to put on it. I did the search here and found that I need to be at $7000 for my offset or the start of my bin file but no matter how I enter it into the program it keeps putting the start right at the beginning of the chip GRRRRRRRRRR. How should my perameter be set up

Buffer start =?????
device start =?????
device end = ?????

Ive put buffer to 00000 , start device to 07000 and end device to 0ffff along with many combos of these and still it starts at the front of chip.

I would try the moates thing to but I have my programmer hooked to lpt1 so I cant even attempt that angle either. Ok hope there is enough info here. Thanks in advance for any info
