Trying to help a bud with TBI chip tuning

OK so I am new to this and so is he- have searched but can't find what we are looking for.

What do you need to make the chips programable? Different ECM or I have heard solidering in some pins to use a different prom? Can someone link us to the right discussion?

He has the TBI mill in an 87 truck ah I mean F body, and I have the laptop with TunerproRT downloaded.

Yes I know we need to get an ALDL cable and are working on that, but what else is needed, and where to get it? I appologize if I did not search in the right place beforehand.

Not to recommend one source over another, but I started at DIY Fuel-Injection Tools:
Created by an EFI enthusiast for EFI enthusiasts like you! : Moates.Net. I'm a newbie myself and I use my laptop computer with a Moates "Ostrich" box and a home-made ALDL cable to tune mine. The Ostrich box is basically a plug-n-play PROM emulator that allows you to hook up a PC to it and tune the motor live. There is a huge learning curve with all this tuning and it's taken me about 2 weeks of research to just understand the basics (I've tuned carbs before but never ECM/EFI stuff). The ALDL cable was a must-have in my opinion and my Ostrich box has been a great investment thus far. It will allow for on-the-fly updates while you watch the data roll in!
