Requirements to burn custom chips

I just read the post on where to get a custom chip designed, and Pablo said there's nothing like doing it yourself. I'd like to have the ability to burn my own chip(s), especially since I plan on modding my 305 TBI extensively. I know nothing about chip burning, so what is required both equipment wise and knowledge wise?

I also had a few questions, is it possible to eliminate the the ECM from operating the EGR valves? Can you remove the speed limiter? Can you turn the fan on and off at certain speeds, etc.?
