Vats flag ineficient?

Vats flag ineficient?
Hi everybody!
I'm a newbie in prom programming and i'm trying to bypass the VATS on a 88 TramsAm because it's working only when it wants to and not when I put the key in the ignition. I bought a new key (it has the correct value) but it's the same thing. I know I can simply bypass the Vats the way you indicate in the tech board, But as far as I know, there is a VATS bit in the PROM. I've set it to 0 but I still have the Problem. The 'security' light comes on and it's impossible to start. So I disconnect the battery, wait for 5 min and try again. Sometimes it works, sometimes not depending on its mood I guess
Any Ideas?

Ok I guess I've found the answer! The Vats reads the key resistor value and then send a signal to the ECM to say 'ok let's kick some asphalt.........well, in fact it just say Bip!
' AND send a signal to the Relay that fires up the starter. That's why I could not manage to start the TransAm. My PROM was OK but the Relay was not!
