Locking the 'BLM'

I've seen on this board and on the DIY website about locking the BLM's. Is this a custom prom that shuts off the learn ability? If so, how does one go about making the prom. Is there a register that needs to be set or something? Thanks in advance.

I use tuner-cat software and in the constants table you set min BLM and max BLM both to 128.

I also adjusted the BLM to 128 for min and max. I also limited the INT to a more narrow range but that is only for fine tuning the system, for a ruff job locking the BLM is a fast and easy way to adjust VE tables.
