Fuel pressure fixed, or vacuum while tuning

Fuel pressure fixed, or vacuum while tuning
How do you all tune your chips. With, or without the fuel pressure regulator hooked up?
It seems to be results would be more consistent with it fixed at a certain pressure that always stayed the same.

With it hooked up, since that's how I drive and race my car.
Also, the fuel pressure rises due to the change in vacuum in the plenum, so even though the -gauge- pressure is higher, the injectors aren't delivering any more fuel than before since they're injecting into atmospheric pressure (at WOT) vs. a vacuum (less than WOT).
