looking at this bin,is there a rev limiter,top speed limiter. I see there is a fuel on/off at 255 MPH and a fuel on/off at 9800 and 10000rpm? Any spark cut off? Is this right,doesn't seem so. BTW reading this with an autoprom. Thanks!

I adjusted the fuel cut off using the prominator. I haven't looked much into the ARAP bin file in awhile. I like that bin the only problem I had was my car wouldn't restart after I turned it off after it warmed up. I had to go into the tables and change the fuel pulse vs coolent temp settings

It's right. GM didn't use the rev limiter, and I think only used the speed limiter on cars that got the lower-speed-rated tires. Most of us that modify our bins change the rev limiter to something realistic.
To answer your question, there isn't a spark cut off, just fuel.
