It really depends upon what piece you want to re-use. If I want the PROM I just cut the holder. If I want the holder I wreak the PROM getting it out (or at least end up with bent pins).
Some folks have luck squeezing the sides together to 'roll' the pins a little. Make it easier to get the PROM out.
Someone here posted that in order to re-use the holder and to make it easy to get the PROM in & out, he cuts the top pieces off of the holder. This is the two tabs and the little cross braces.
This makes it easy to push the PROM in and out from the top. When seating this into the socket need to push on the holder & PROM both.

The chip can be seperated from the holder without damage or deformation to either. Put the chip and holder upside down and push the chip down firmly into the holder and pull one side of the holder outward. This will release the pins on that side of the chip. Once the pins have been released, one side will pop up and you can pull out the chip.
