can someone explain the proportional counts vs 02 error tables for me in the 7427 $0D ecm?

would a higher value in the "counts" side of the table give more fueling correction or less? and why does the "count" value go up when the "count o2 error" value go up? is this because it needs more fueling correction because the o2 error is more? thanks
