No O2 hooked up, why is it reading 495

Engine: 5.7
Transmission: 4L80E
Axle/Gears: 4.11's
No O2 hooked up, why is it reading 495
I dont have a O2 sensor hooked up at all right now. I know, I know, I need to get one ASAP but I'm poor. Anyway scannerpro displays the O2 reading as 495, I dont know what unit that is but why does it show any value at all, the wire is cut coming out of the PCM so that when I do get a WB its easier to hook up.
