No TC lockup using Romulator

No TC lockup using Romulator
I'm finally getting back into polishing the tune on my 89 Vette. Unfortunately, my tools are aging out (programmer and/or EEPROMS won't dependably tune). I'm trying to get the timing right for TC lockup, but I'm finding making those changes to the romulator makes NO difference whatsoever.
Any clue why a binfile on a chip will work fine, but the same binfile on the ROMULATOR won't have the TC lockup?
