EBL and TCC not locking

Transmission: Pro-built 700R4
Axle/Gears: 3.27 9 Bolt
EBL and TCC not locking
I've been dialing in my EBL and first off, THIS THING ROCKS! Thanks Rbob!
One are that's giving me trouble is the TCC. I have a TPI set up with a 700R4 and during my tune runs (about 6 hours so far) the TCC has never locked nor has the WUD shown it was being commanded to.
I've searched and tried a few different things but have broken down and posted because I have a 3200 RPM stall speed P.I. Vigilante and no lock up is driving me nuts! I can't get any decent VE learns below ~2800 PRM because the engine never stays there.
I've read quite a few posts incuding this one:

and still can't see why I'm not getting lock up.
I've attached a screen shot of almost all of the TCC settings in my current bin in the hopes that one of the gurus here will see my mistake and guide me.

I don't see anything that would cause it to not lock up. There is two parameters that should be switched. These two:
TCC - HiGr MPH OK to Lock
TCC - HiGr MPH to Unlock
The OK to lock MPH should be higher then the Unlock MPH.
But I don't see that as preventing lockup. The coast unlock TPS% values are on the high side for a typical set up. But so are the TPS% vs MPH unlock tables. There is still an area between 21% and 70% that the TCC should lock up.
One thing I can't tell from the screen shot is the TPS% vs MPH table titles. Double check that the "TCC - LoGr TPS% to Unlock" table values are higher then the "TCC - LoGr TPS% to Stay Unlocked" table values. And same for the corresponding HiGr tables.
Reversing those tables can make the TCC act goofy.
One thing you can try is to set the force lock MPH to say 55 MPH. Then see if it does lock up, or at least the WUD shows that it is being activated.
If it still isn't working can email the calibration to me and I'll try it on the test bench.
