really sluggish under 2000 rpms - 8746 tuning

In order for my car to have any get up and go I have to be above 2000. I've been tuning for a while and at operating temps my BLMs look good, but in the 1k - 2k range it is painfully slow. I've attached some logs, if anybody can help It would be greatly appreciated.

If BLMs are fine and AE is good (no bog or cough) then it maybe a lack if timing in that region. I see you have an LT1 cam installed. It will want more timing on the low end to produce power than the stock cam.
