MAF voltage 3.20

Transmission: 700R4-4300 Stall-lockup
Axle/Gears: BW 9 Bolt 3:70
MAF voltage 3.20

did a datalog at idle. The car has a a surging issue at idle and the 02 bounces back and fourth between 4.44mv and 830.mv. The WB02 shows it bouncing between rich and lean(14.0-17.7). The MAF voltage stays at 3.20 volts the entire 2 min datalog. Does this sound like a bad MAF sensor? It has been descreened and definned

Bad MAF, bad MAF relay, or bad ECM.
