89 TPI ~ MAF What the Heck - Modified Memcal

I have a few pics of a 1989 TPI ~ MAF Memcal that has been modified. Can anyone help me understand what this modification is for?

It is a re-cal of limp mode. Nothing to worry about. There are others out there just like it.
