Idle-MPH threshold

In EBL XDF

Is this the constant to allow OL under the value stated?

IOW over value it flips to CL?

To go into idle mode that and the TPS% threshold has to be met. It is used to decide which BLM cell to use. Along with going open loop for idle, cruise, or decel, if that option is enabled.
