why is the Inj correction mult TBI only value for 14.4V at zero. Same value in L03.bin?
should it not be a positive or neg number not zero? Reason being the inj size and FP diff between the two bins.

Doesn't require any correction at that voltage. You could say that it is the base voltage, with negative correction above that, and positive correction below that.
Also note that the change is in percent, so a value of 0 is a change of 0%.
